Family of deceased Dorchester inmate deserves answers: Goodale

Federal Public Safety Minister Ralph Goodale says the family of an inmate who died at Dorchester Pen deserves answers.  Cape Breton native Matthew Hines was pepper sprayed five times during a struggle with guards in May 2015.  Goodale says there can be no tolerance for inappropriate use of force or other serious misconduct.
